Whoever deliberately obstructs officers of a State security organ or a public security organ from sustaining State security in accordance with law and causes critical penalties, although without resort to violence or menace, shall be punished in accordance with the provisions of the first paragraph. Any policeman or other officer who instigates a person held in custody to beat or maltreat another individual held in custody by subjecting him to corporal punishment, the policeman or officer shall be punished in accordance with the provisions of the previous paragraph.
